Randwick City Council covers Sydney’s eastern beaches, from Coogee and Maroubra through to Randwick town centre, Kingsford and La Perouse. Here’s how the approval pathway for a shop awning actually works across this LGA.

Exempt and complying development pathways

Randwick Council assesses most minor building work, including some awnings, under the exempt and complying development pathways set out in the Randwick Development Control Plan. Council’s Exempt Development and Complying Development pages set out which category applies, and note that outdoor dining is only exempt if it sits clear of any awning, unless that awning complies with the relevant Building Code of Australia fire safety provisions. That single detail catches a lot of shopfronts out, since most footpath dining areas in Randwick’s beachside strips do sit under an awning.

Awnings on public land need a separate approval

Randwick Council explicitly lists the demolition or construction of a building awning located in a public place among the activities that need a separate approval under the Roads Act and Local Government Act, alongside hoardings, cranes and footway dining. This is detailed on Council’s Other approvals overview page. In practice, this means a shopfront awning project in Randwick can involve both a planning approval for the building work and a separate application to occupy or alter the footpath itself.

Heritage buildings and conservation areas

Randwick has a substantial inventory of heritage items and a number of heritage conservation areas across its town centres, including streetscapes around Randwick, Coogee and Maroubra. Council’s Heritage conservation areas page and Heritage list let you check whether a property is affected. If it is, a new or replacement awning will usually need a full Development Application, often with a schedule of colours and finishes so Council can assess the visual impact on the streetscape.

Structural certification, whatever the pathway

Whichever approval track applies, Randwick Council will expect a certified structural design for an awning that projects over a footpath, given how much beachside foot traffic passes underneath these structures. Salt air and coastal corrosion

Many Randwick shopfronts sit within a few hundred metres of the ocean. Salt spray from Coogee, Clovelly and Maroubra settles on awning frames, tie rods and wall fixings, and it speeds up corrosion far faster than in inland suburbs. The damage often starts out of sight, inside joints and behind flashings, which is why coastal awnings can look tidy from the footpath while the fixings are failing.

Do I need council approval for a shop awning in Randwick?

Usually, if the awning projects over the footpath. That needs council approval to build over the road reserve, as well as development consent or a complying development certificate for the awning.
